[Bf-python] Review for addon: Offset Edges

Hello,

I made an addon 'Offset Edges' sometime ago, and I hope for this addon to
be reviewed because a number of people said this should be included in the
trunk.
This addon is similer to the inset operator built into blender, but its
main target is edge loops, not faces.
